Cultural Competence and Organizational Change: Lasting Results of an Institutional Linkage

Dawn Doutrich, RN C, CNS, PhD

Nursing programs at Washington State University Vancouver

Marni Storey, ARNP, MS

Prevention and control of infectious diseases and health families in Clark County, Washington

This article reports on lasting changes that evolved as a result of a project that linked Washington State University Vancouver (WSU Vancouver) and Clark County Health Department (CCHD) in Washington. Through a federally funded project, WSU Vancouver and CCHD united to improve public health curricular relevance, nursing students' public health practicum experience, cultural competence in the classroom and workplace, and overall interinstitutional collaboration. Lasting changes from the project include (a) a strengthened relationship between WSU Vancouver and CCHD; (b) the development and interactive use of the Welcome to Public Health orientation module based upon narrative themes from the evaluative research that are now available for CCHD public health nurses and new students to public health; and (c) institutionalization of cultural competence throughout the health department and the university, including a collegewide effort toward multicultural transformation in courses and changes in hiring processes in the health department.

Key Words: cultural competence • public health • organizational change • institutional linkage
